Is it essential that the citizen participates in a decision making process in a democracy?

This is very difficult sometimes because some people are apathetic and they feel the democratic process is too slow and they think the government doesnt realy listen and that they are not responsive to citizens.

    Yes and usually the participation is made through a vote.

    Well a democracy cannot exist without citizen participation!Those people who tend to feel that the democratic process is too slow and that the govt. is not responsive need to know that to cater to the well being and progress of all the people the govt. has to always adopt a broader plan so that it can reach all sections of the society ….now in this process some people feel left out or unattended too or may be the policies enforced are harmful for their development-like the Reservations for SC/ST and OBC is strongly resented by a majority of general quota people who though more deserving are left out.In such a case provisions are given in other ways to compensate for their loss

    Yes, some form of participation is a basic requirement for citizenship in a Democracy. Of course it is really a matter of degrees.

    Some people will vote a couple of times in their life, others will participate in community groups throughout their life, while others choose to run for elected office for a few years — all have varying commitments, levels of input, and types of participation.

    Each individual’s level of participation should not be uniform. Variation is healthy since almost nothing would be accomplished if everyone had to have input in all matters, and conversely, if no one participated at all.

    Of course if you never vote at all that is kind of crappy.
