Because there were two ways that the Constitution could be interpreted. Folks like Alexander Hamilton had a “loose” way of interpreting it. In other words, just because the Constitution does not say you can do it, does not mean you can’t.

People like Thomas Jefferson had a strict view on the Constitution. He believed that if the Constitution did not say you couldn’t, it still didn’t mean you could. Although he did seem to lighten up a little as the years went by.

In a way, both ways, loose and strict, were correct. The Constitution MUST be viewed differently in order to get a decent kind of compromise. But a constant argument must go on. That is what politics is all about. it wouldn’t work if everyone had the same views on it all.
